The kick-off meeting
The kick-off meeting, held in Brussels on 21st January, 2019, attended by all members of the international consortium.

During the kick-off meeting all the members of the Consortium introduced their organizations. They discussed the preparations and agreed the timelines for the project implementation.

First Planning Conference (FPC)
First Planning Conference (FPC), held on 13-14 May, 2019, at Lviv State University of Life Safety, Ukraine, attended by all members of the international consortium.

During FPC the Partners presented their capacities and capabilities for the project. They agreed on their assigned roles and confirmed the project timelines. Finalized the Consortium Agreement and made final financial arrangements. They shared information about the project among representatives from participating states. They agreed on the working plan for the project implementation, including the detailed plan for the Table Top Exercise (TTX); Scope of the TTX discussion will include: scenario, evaluation, preparation of working plan and planning of TTX. An initial training for project evaluators was provided.

The Warsaw Training built an international team to assist in conduct of project Exercises. The Training concentrated on the EU Civil Protection Mechanism, its functioning and activation. The EU-CHEM-REACT 2 Exercises, their types and methodology; TTX methodology, and TTX conduct, were discussed. Ukrainian experience and lessons learned in organisation and conduct of both EU-CHEM-REACT TTX, roles and functions of Exercises in national Civil Protection with an emphasis on Firefighters needs. The participants received special certificates of attendance and course conclusion.

Project Evaluation and Initial Training
Project Evaluation will assess whether and how the overall and specific objectives of the exercises have been achieved. With respect to evaluating the overall outcomes of the project, the evaluation will use established evaluation criteria (relevance, effectiveness, efficiency). Additional, EU specific criteria (e.g., added value; consistency with other EU actions) can be added if so required by the EU.
